The digital transformation of the State and of public action, initiated 20 years ago, has mobilized exceptional resources since 2017, with large-scale programs that have largely contributed to moving things forward. Thus, according to the Observatory of online procedures, 87% of the 250 most used administrative procedures in France can now be carried out online. The government's objective is to reach 100% in 2027, and accessible to all.

Partnerships have also been forged and strengthened with hyperscalers for a public cloud, an essential lever for this digital transformation (Cloud at the center).  The state no longer "does" only digital, it has "become" digital. However, it must go even further in this area and extend the scope of this digitization, taking into account three essential factors: security (without which the State will not be able to obtain the confidence of citizens), automation (in order to optimize the work of agents and speed up the processing of files) and user experience (for public services that are ever easier to understand and use, in order to combat digital exclusion).
