Cross-interview with Jean-Marc VAN BINNEVELD, Card Production Market Manager at GIE SESAM-Vitale and Nicolas CHEVRIER, Executive Director of Operations of the Luminess Group.
Since 15 years Luminess supports the GIE SESAM-Vitale in processing Vital card requestse. In 2025, this partnership was renewed for 6 years, with an expanded scope and strengthened requirements in terms of safety, performance and social responsibility.
What is at stake in the market for digitizing Vitale card photos?
Jean-Marc VAN BINNEVELD : this market is at the heart of our mission: to guarantee each insured person a personalized, reliable Vitale card delivered as quickly as possible. This specifically involves dematerializing application files—whether submitted in paper or digital format—to extract photos and check consistency with the provided identity document, with a high level of quality control. This currently represents nearly 4 million files per year, or approximately 8 million pages processed.
How is the processing circuit organized at Luminess?
Nicolas CHEVRIER : our system is based on a complete industrial workflow. It includes the reception of files (currently 40% paper versus 60% digitally, the digital share being significantly increasing), their scan, image processing, consistency checks, rejection management if necessary, as well as the provision of data via a secure dedicated portal. Everything is hosted in our own data center located in Laval, in Mayenne, which strengthens complete control of the chain and contributes to the revitalization of the local economy.
What guarantees are provided regarding data protection?
Jean-Marc VAN BINNEVELD : The data we process is sensitive. Compliance with the GDPR is an ongoing imperative. Luminess has implemented rigorous technical and organizational measures to ensure the confidentiality, traceability and compliance of processing.
Nicolas CHEVRIER As a project manager, we have a significant responsibility. Our production site has a comprehensive PCA validated with the SESAM-Vitale Economic Interest Group. Our teams are trained in best practices, and our infrastructure meets the most stringent security standards. We have also invested in our LUMIA platform, which integrates AI and data science components, to automate certain controls and improve anomaly detection.
What concrete benefits for policyholders and health insurance organizations?
Nicolas CHEVRIER : we have reduced the average processing time to 2,5 days, with a very high reliability rate. In addition, we provide fund agents with a portal allowing them to track files in real time, view any non-compliant documents, and thus better support policyholders.
How does this partnership fit into a CSR approach?
Nicolas CHEVRIEREnvironmental and social commitment are pillars of our strategy. All our paper and envelopes are recycled or PEFC/FSC certified. Our waste is fully recycled. Since 2024, our Laval site has been equipped with a photovoltaic power plant. On the social front, nearly 5% of our workforce has a disability, either directly employed or through partnerships with integration organizations.
Jean-Marc VAN BINNEVELD : this approach echoes our own CSR commitments. We expect our partners to be not only efficient, but also committed to environmental and societal issues.
What are the next challenges for the coming years?
Jean-Marc VAN BINNEVELD : the evolution of identity documents, the widespread adoption of digital technology, and growing cybersecurity requirements require us to be highly adaptable. We need partners who can anticipate technological developments.
Nicolas CHEVRIER : this is precisely the challenge of our 2024-2027 strategic plan. We are investing massively in our Product division, in R&D, artificial intelligence and data, within a sovereign hosting framework since our data centers are located in France or with our certified partner SecNumCloud. Moreover, our capacity for innovation was recently recognized by the Digital Directorate of the Social Ministries, which selected us for a framework contract on data valorization. This type of recognition reinforces our ambition to be a leading technological partner for the public sector: we are a member of the Public Performance Club of the Public Actors Media since 2024.
